The delays in the return of VAT to companies and the liquidity problems that are created, were discussed on Tuesday by the Parliamentary Committee on Energy, Trade, Industry and Tourism, with its members calling on the competent authorities to solve the problems, especially with the existing ones. conditions of financial crisis.
During the discussion, representatives of the Cyprus Association of Chartered Accountants (SELK), the Federation of Cyprus Construction Contractors Associations, the employers' organizations KEVE and OEB and the agricultural organizations PEK, EKA, Nea Agrotiki Kinisi, Panagrotikos Syndesmos and Euroagrotikos, conveyed to the members of the Committee the problems they face due to the delays in the VAT refund.
AKEL MP Costas Costa, stated & nbsp; in his statements after the session, that there were cases of delays that reach up to two years, while, usually, when there are some problems in the applications, it is around six months.
He pointed out that when citizens owe taxes to the state, the government demands their immediate payment and when it is delayed, imposes heavy fines, while many times citizens who could not respond, “heads of families with children, end up in prison.” .
But when the state owes money to citizens, such as VAT refunds, income tax or expropriation compensation, it is too late and free of charge, he said.
He stated that the representatives & nbsp; companies, mainly in the construction industry, and the agricultural organizations, but also OEB and KEVE, conveyed to them the magnitude of the problem with the long delays observed in the VAT refund, which, as he said, are due to the practices and procedures that follow the Department of Taxation.
“As AKEL we call on the Department of Taxation, to simplify the controls it carries out, to automate the procedures, to the proper staffing of the Department, to the further training of its staff, to the solution of the problems mentioned “today so that VAT is returned on time to companies, especially today when the country is going through a very serious economic crisis again”, said Mr. Costa.
EDEK MP, Elias Myrianthous, stated in their own statements that, mainly this problem is focused on the companies that are engaged in the construction industry and in the agro-livestock enterprises.
He explained that in the last 10 years, with the introduction of the regulation of the 0% VAT charge by the companies engaged in the construction sector, all these companies present every period that they close their tax returns for VAT, to have a large tax refund. “This tax, as long as it is delayed to be returned to the beneficiaries, creates huge liquidity problems. The same is true for agribusiness companies, “he added.

According to Mr. Myrianthous, the bill & nbsp; for the change of control procedure in small enterprises is expected to be sent to the Plenary in two weeks for voting.
He said that during the session they reviewed the draft laws that they had submitted for the change of control procedure in small businesses after some suggestions or reservations of the Income Tax Department and the Registrar of Companies. In order for a company to get rid of the normal control and come out with the review process, he added, its turnover should be up to € 200,000, which will include rents, interest and dividends and will not include individual sale of real estate or shares when this sale is not within the normal activities of the company. At the same time, he said, the amount of assets has been set at € 500,000.
