The future of the new Akama local plan goes through the Ad-hoc Committee for Special Ecological Assessment and the Environmental Impact Assessment Committee from Plans, which will be called upon to consider the changes made by the Town Planning Council to the Local Plan, as a result of the initial opinion of the Environmental Authority (PA) on 7/10/2021. The Environmental Authority requested changes to a number of provisions and zones of the Akamas Local Plan, in order to give its consent with the possible issuance of a new revised opinion.

The Akama Local Plan defines a specific spatial framework, specially designed for the needs and particularities of the Akama Communities area. It includes the administrative boundaries of eight communities of Paphos province (Kathika, Pano Arodon, Kato Arodon, Inia, Drousia, Fasli, Androlikou, Neo Chorio). & Nbsp;

The Commission is facing a new Study, which was submitted last February and focuses on the changes of the Urban Planning Council on the Local Plan, as a result of the opinion of the Environmental Authority. The new Study complements or modifies the Strategic Environmental Impact Assessment (SES) and the Special Ecological Assessment Study (MEOA). The decisions of the Urban Council (PS) dated 11/1/2022, after evaluating the opinion of the Environmental Authority (PA) dated 7/10/2021, focus on 14 points.

Individual Residence: Terms PA- The policy of the Individual Housing to be modified so that the plot under development has a minimum total area. In addition, the policy should be limited to a shorter distance from the boundaries of residential areas only and if certain conditions are met. PS decision- Partial adoption of the views of PA. The Individual Housing policy to remain at 500m. from the boundaries of the Residential and Tourist Zones, with its application only due to special circumstances of satisfaction of housing needs, under strict conditions.

Category B or C Industrial Development (Wineries, dairies, fruit packers, etc.) and Outdoor Sports Facilities, warehousing, organized parking spaces: PA Terms of the area. It is considered important to frame them with implementation guidelines. In Zone Ca2 * (a) to determine spatially (on a map) the potential creation positions. (b) It is recommended to investigate the introduction of restrictions referring to the individual residence, regarding distances from other uses and protection objects. & nbsp;

PS decision- Partial adoption of the opinion of PA. (a) Commercial and leisure/entertainment developments are limited to selected locations, adjacent to the primary and secondary road network, at a distance of 500m. from the boundaries of Residential and Tourist Zones (excluding T3δ2 in Ineia). (b) Open sports facilities only in selected locations, in sections adjacent to the secondary road network of special status within Ga2. In all cases a proper assessment will be required. (c) The provisions of the aesthetic control framework will apply to all out-of-bounds developments.Visitable Farm: PA Terms – To review the provision for Visitable Farm in Zones Ca2 and Ca4 in relation to their impact on Natura 2000 sites, the landscape and other environmental characteristics of the area and to define criteria, constraints (on supporting infrastructure are not compatible with a farm) and conditions for their development (eg on plots of land with a minimum area of ​​10,000 sq.m. and related to land area with agricultural activity), including the maximum number per urban zone.

PS decision- Adoption of the opinion of PA. (a) in Zone Ca2: • The maximum number of farms will be regulated by a special policy which will be applied and 200m. from the limit of Ga2 within Ga4. • 2 Farms/per community, except Androlikos, Fasli and Neos Chorio and with a maximum total number of 8 for the entire area in question. Tourist Zone (T3δ2) in Ineia: Terms PA – The Tourist Zone (T3δ2) in Ineia to be re-evaluated taking into account the ridge and the specific geomorphological characteristics of the area. This Zone can be moved and merged with the proposed T3δ5 to avoid creating a second core away from the community in an environmentally sensitive area. & Nbsp;

PS decision – Partial adoption of the views of PA. 1. The necessity was reconsidered and it was decided that the Tourist Zone T3δ2 remains in the proposed location. 2. It was decided that the boundary of this Zone should not be considered a development limit for the purposes of implementing any policy outside the development limit, including individual housing. 3. Similar and supportive uses were reviewed and it was decided to remove them completely. 4. Adoption of a special framework of guidelines for aesthetic control. 5. Adoption of special care for lighting regulation. 6. It was decided to slightly extend the boundary of the Tourist Zone, in an area that is deemed appropriate as it is far from the boundaries of the Natura 2000 Network and is located southeast of the original Zone, to the community of Ineia.

Ecotourism Activities: Terms PA- In Zones Da1 – TA, Ga2 and part of Ga4 to clarify the main characteristics of the development “Ecotourism Activities” (cycling, climbing, donkey rides, horseback riding, without infrastructure) because it is considered impossible to implement the above activities without some basic infrastructure. In addition, any configuration of the space, even without infrastructure, can affect the habitats and species of the area. It is considered important to frame them with implementation guidelines.

PS Decision- Adoption of the views of PA. In all Rural Zones (Da1-TA, Ga2, Ga4, Ga2 *): (a) Light constructions only (b) Interconnection of structures with any permitted activity (c) Ground sealing parameter (d) Introduction of the Frame for Aesthetic Control

Convergence of views of Environmental Authority and Urban Planning Authority

The Town Planning Council adopts the positions of the Environmental Authority for the Secondary Road Network of Special Regime that develops outside the development limit, in order to connect each Community with the entrances of the Akama National Forest Park, not to give development rights due to proximity to the road right of access.

Furthermore, agrees to prevent infrastructure (infrastructure networks, electricity transmission and distribution substations of various types, telecommunications and radio stations, water and irrigation projects and networks, water desalination plants, renewable energy installations, , caves and other geological formations, in order to protect the natural relief of the soil.

There is also agreement with the formation of a special framework of guidelines for the adaptation of buildings to the landscape and a special aesthetic control. Adopting the views of the Environmental Authority to incorporate a new chapter on Integrated Coastal Zone Management (ICZM), in accordance with the principles of the ICZM Protocol, and to relate it to the Marine Spatial Planning Policy Statement. p> Dispute over livestock zone in Neo Chorio

Livestock Zone (Γγ1) in Neo Chorio: Terms PA- The Livestock Zone (Γγ1) in Neo Chorio which is located within areas of the Natura 2000 Network and is an extension of the existing zone to the north to be abolished or to seek urban tools to move illegal livestock farms to other livestock farms. PS Decision – Non-adoption of the views of the PA. The introduction of a Livestock Zone will help regulate the activity of existing livestock farms, setting strict conditions and building conditions and requiring the preparation of a proper environmental study for any future development.

Androlykou quarry zone: Terms PA- The proposed location of a new Quarry Zone in Androlykou west of the existing one should be reconsidered if it is expected that its location as proposed will have a negative impact on the species designation of the adjacent area of ​​the Natura 2000 Network.

PS Decision- Adoption of the views of PA. The boundaries of the proposed Quarry Zone were re-examined, so that they are at a sufficient distance from the protected Petrati Gorge. A new limit was indicated by the Mining Service, in a meeting held at the Ministry of Agriculture, on 25/10/2021, chaired by the Minister of Agriculture and in the presence of the Directors of the Departments of Urban Planning and Housing, Environment, Geological Survey and the Mining Service./p>

Specialized Developments: PA conditions – The area of ​​the three Specialized Development areas to be limited and their location to be re-evaluated, with provision for the areas to be at least 200m away. from the border of the areas of the Natura 2000 Network especially for the areas in Drousia and Pano Arodes – Kathika. Also to consider the possibility of restricting the five categories of permitted uses in the areas of specialized development that refer to Higher Education Institutions, Specialized Medical Centers, Multiplayer Sports/Recreation Centers, such as Regional Parks, Theme Parks, Other Development Plans. The area that has been proposed for specialized developments near the stones of Ineia to be abolished or moved east of the ridge.

Decision PS- Adoption of the views of PA, as follows: (a ) Limitation in the area of ​​the three proposed areas, (b) Removal of their boundaries from the NATURA 2000 network (up to 200 meters), (c) Specification of the allowed developments, in order to promote the rural character and the natural environment and landscape of the area (p) eg higher education schools of ecological/environmental studies, research and development centers, specialized medical centers, rehabilitation centers, etc.)
