The Ministry of Transport, Communications and Works has announced a design competition for the implementation of draft plans for the Legal Service building using the “Study, Construction, Maintenance” method.

In particular, the Ministry of Transport, Communications and Works has informed that the Branch of Bids and Contracts for Construction Projects of the Department of Public Works, prepared Standard Documents for Tender of Studies for Project Implementation Drafts, with the “Study, Construction, Maintenance” method based on article 78(1 )(b) of Law 73(I)/2016. The Standard Documents were approved by the Competent Authority for Public Contracts and will be included on its website for use by other Contracting Authorities.

The procedure to be followed, for specific projects decided by the Department of Public Works, as the Contracting Authority, will be the following:

1.       &nbsp ;    Initially, a design competition will be held where only monetary prizes will be awarded to the three best proposals, without any other commitment by the Contracting Authority to the winner of the competition.

2.             Subsequently, an open tender will be held leading to the award of a project contract by the “Design, Build, Maintain” method, where the drafts of the proposal of the winner of the design tender, will be incorporated into the documents of this tender, with the aim of being developed into full studies by the Contractor's team.

The first Project to be implemented using the above method is the Legal Service building, with a total area of ​​23,300m2 and an estimated project construction cost of €35,000,000. The relevant tender was announced yesterday, June 30, 2022, by the Department of Public Works.
