The contract was signed with SSTEK (Turkish Defense Industry), which is wholly owned by the Turkish Presidency of Defense Industries (SSB), the government office that manages Turkey's defense industry.

Arnold & Porter will “advise on the strategy to be followed by SSB and Turkish contractors to stay within the Joint Strike Fighter Program, taking into account and addressing existing complex geopolitical and commercial factors”. referred to in the contract.

“The company will also take a targeted approach to business partners and stakeholders in the US JSF Program to understand their interests in SSB's continued involvement as a strategic ally and valued partner in the JSF Program,” the contract states. Arnold & Porter also undertakes to “continuously monitor export controls and trade sanctions … which may be relevant and explain any such sanctions”.

Officially, the Turkish state, which is interested in acquiring the technological knowledge offered by the program, asks the American lobbying company to try to persuade the American Pentagon, so that Ankara can receive the American F-35 aircraft, however the refusal of Turkey to abandon the S-400s and the bilateral anger of the USA against Ankara make it difficult to return to the F-35.

It is recalled that Turkey, since 2002, has been an official partner of the F-35 program, with Recep Tayyip Erdogan having agreed to buy 100 F-35 aircraft from the American company Lockheed Martin, while it was expelled from the program after its purchase. Russian S-400 air defense system, as the US fears it could be used to obtain sensitive information from F-35 technology.

Ankara has said its expulsion from the program was unjust and President Tayyip Erdogan has said he hopes for positive developments after the new US leadership takes office.

Arnold & Porter, however, clarifies that the company “does not make any promises or guarantees” about the result. “If the matter does not reach a successful conclusion, for whatever reason, SSTEK will continue to be responsible for all fees and disbursements charged by the company under the terms of this agreement,” it said.
