Jobs for thousands of unemployed and millions for vocational training for those affected by the pandemic are expected to be offered by the Human Resources Development Authority in 2021. Based on the memorandum to the parliamentary Finance Committee for the HRDA budget in 2021 and the Medium Term 2021-2023, the Authority expects revenues of € 33,192,000 and expenses of € 39,711,000. The estimated deficit of € 6,519,000 will be covered by the surpluses of the Human Resources Development Fund.

The plans concern:

1. Allocation of € 27,910,000 for a grant of 52,520 participations of employees and unemployed in the following projects: Staffing of companies with higher education graduates (amount of € 4,600,000 for 720 graduates). Vocational training plan for the unemployed in organizations of the public and wider public sector, Local Authorities, non-governmental organizations and non-profit institutions (amount of € 5,000,000 for 3,000 unemployed). Unemployment training programs (amount € 200,000 for 200 unemployed). Special training plan for employees in certain economic sectors that have been affected by the pandemic (amount of € 10,000,000 for 10,000 employee participations). Single business training programs in Cyprus (amount € 2,700,000 for 18,000 employee participations). Single business training programs in Cyprus (state aid) (amount € 600,000 for 4,000 employee participations). Single business programs abroad (amount € 200,000 for 100 employee participations). Training plan for the long-term unemployed in companies / organizations (amount of € 600,000 for 200 unemployed). Development plan for alternative forms of learning (amount of € 140,000 for 1,000 employee participations). Employee training (amount € 1,800,000 for 7,200 employee participations). Training for the unemployed (amount of € 150,000 for 1,000 participations of the unemployed). Multi-company training programs – vital (amount € 1,000,000 for 1,000 employee participations). Continuing training programs for trade union executives (amount of € 750,000 for 6,000 participations of trade union executives). HRDA training programs (amount of € 170,000 for 100 employee participations).

2. Allocation of an amount of € 1,287,100 for the operation of the following projects, which are co-financed by the European Social Fund (ECB): Expansion and operation of a professional qualifications system in Cyprus. During 2021, an amount of € 638,330 is foreseen for the certification of 800 people at various levels of professional qualifications (for a total cost of € 4,864,000 for the examination and certification of 4,000 people). During 2021, an amount of € 648,770 is foreseen for the definition of 80 new Professional Qualifications Standards (RFPs) and the updating of 72 existing RDPs. For this activity, an amount of € 106,000 is provided to cover expenses under a special Plan that expired on June 30, 2014.
