Yesterday, the Ministry of Energy sent to the parliamentary Energy Committee, through the general director Marios Panagidis, data on the revenues of the Republic of Cyprus from the auction of greenhouse gas emission rights, but did not respond, through the data provided by the Ministry of Finance. and how the € 181.6 million received by the state from the auctions from 2012 to 2021 were disbursed. were paid by them through the accounts of the EAC (total 376 million!), but ended up, under European legislation, in the permanent fund of the Republic, increasing the cost of electricity and burdening the competitiveness of the economy.
During the relevant discussions held in the Energy Committee, MPs from almost all parties asked, among other things, to be officially informed not only about the total revenues of the Republic from the purchase of greenhouse gas rights but also about how they are used by the state. From the voluminous material sent yesterday to the parliamentary committee by the Minister. Energy (based on data provided by the Ministry of Finance) there is not the slightest specific data for the purposes for which the 182 million euros were allocated from 2012 to last year.

The issue is important for an additional reason: To manage this revenue, the Law on the Introduction of the Greenhouse Gas Emissions Trading Scheme of 2011 stipulates that at least 50% of the revenue must be used for specific purposes that related to the environment, the development of RES, the storage of carbon dioxide, etc., the prevention of energy poverty.
The same law obliges the competent authority to inform both the EU and the Parliament about the utilization of these revenues, something that the government has not done so far, at least in terms of informing the Parliament, which is essentially hindered in the exercise of parliamentary control. In Cyprus no special fund has been set up for the time being for the revenues from the sales of greenhouse gas emission allowances and in the absence of data from the Ministry of Finance or from another authority it can not be ascertained whether the law is implemented or whether the state uses them in full. money to close holes unrelated to environmental protection, green transition and support for vulnerable electricity consumers. >
