Letters with some points of the legislation that need to be changed, the president of EOA of Nicosia sent to Parliament, Ministry of Interior and Ministry of Finance
The District Self-Government Organizations (EOA) must be self-governing and self-financed, the president of the Nicosia EOA Constantinos Yorkatzis told KYPE, stressing that “if they are not truly independent, the Organizations will not be self-governing and self-financing and will not be able to serve in the best possible way way our fellow citizens”.
It is up to all of us, he noted, “and I put a lot of emphasis on the relevant Ministries and the Parliament to succeed in creating a Provincial Self-Government Organization that will be truly self-governing and self-financing in order to be able to serves the citizens of the province”.
Mr. Yorkatzis said that specific letters have already been sent to the President and the members of the Parliament's Interior Committee, to the Minister of the Interior and the Ministry of Finance, where some points of the legislation are highlighted that must be changed so that the Provincial Organizations become truly financially independent.
“If there is a will from everyone it is possible. Because if they are not truly independent, they will not be self-governing and self-financing and will not be able to serve our fellow citizens in the best possible way”, he noted.
Priority, he continued, is the best service to our fellow citizens because “our goal was – as we said before the elections but it remains – to create an Organization closer to the citizen that can satisfy their current needs, to provide quality services on time with the lowest possible cost”.
The new EOA, he noted, is called to operate and bring together people, employees, workers from eleven different Organizations.
Our priority, he said, was to create appropriate and dignified working office spaces and to start training on the software system “Hippodamos”, which unfortunately, he noted, was not achieved as was the proposal at the opening of the Organizations.
Priorities were to start and complete the training, especially of the permit and building legislation, so that each application is treated in the same way, receives the same interpretation, and the software system “Ippodamos” works.
“Unfortunately, the system presents several problems that I hope will be resolved but to do this, teamwork is needed from both the Ministry of the Interior, the Deputy Ministry of Research and Innovation, the TYP, and the company” that designed the “Ippodamos”, he said. “I think we need to be honest with citizens and let them know when the various software issues will be resolved so they can adjust their own requirements and expectations,” he added.
Asked if he embraced the new Agency the world, Mr. Giorkatzis said that our fellow citizens, scholars, architects as well as the employees of the new Organization are characterized by a restrained optimism. in Parliament – to succeed in creating a Provincial Self-Government Organization that will be truly self-governing and self-financed to be able to serve the citizens of the province”, he added.
