From today, and for two months, the Department of Environment puts in public consultation a draft of the Packaging and Waste Packaging (Guarantee System) Regulations. The draft Regulations provide for the establishment of a guarantee system for the disposable primary packaging of beverages, on the basis of which for these packages a monetary fee will be paid by the buyer which is returned to him upon the return of the guarantee packaging waste for separate collection and recycling. .
The Regulations set out the detailed provisions for the operation of the system, the obligations of producers and importers, the distributors of these products on the market and catering services and the framework for the payment and refund of the warranty fee and the creation of return points of packages. .

Guarantee packages include specific product categories as defined in the Combined Nomenclature (CN) of the “Harmonized Commodity Description and Coding System” of the Customs Cooperation Council.
In particular, they include water, soft drinks, malt beer, other fermented beverages (eg cider, apite, mead, sachet), as well as spirits, liqueurs and other alcoholic beverages with a lower alcoholic strength by volume. or equal to 9% vol.
For warranty packages up to 3 liters, excluding water warranty packages made of PET plastic up to 0.5 liters, the fee is 10 cents, while for water warranty packages made of PET plastic up to 0.5 liters per end is 5 cents.
The Minister sets, through the terms of the System operating license granted, minimum collection and recycling targets, including preparation for reuse and other types of recovery, depending on the type of warranty packages available to members of the system on the market.
These targets may amount to (a) In terms of preparation for reuse and recycling, up to 80% of the total weight of warranty packaging waste available to market participants; and (b) In terms of separate collection for recycling , up to 90% of the weight of the plastic beverage bottles with a capacity of up to three liters that the participants in the System have on the market.
