“It has become clear that this Office has developed a new culture of extroversion and more “direct cooperation with the competent authorities, a fact that effectively contributes to finding solutions for the benefit of the Cypriot economy”, he stressed.
The Minister of Finance expressed his support for the need for the organizational upgrade of this institution through the structure “in a well-structured Directorate that will have a specific object and description and a sufficient number of staff”.
“This will allow a more rational distribution and further promotion of the Office's work, helping to ensure and control the proper and organized use of national and European resources, as well as fiscal stabilization through the efficient use of aid in its innovative and productive sectors. of the Cypriot economy “, he underlined.
Mr. Petridis referred to the work performed by the Office of the Superintendent, noting, among other things, that he evaluates in advance all the aid measures that the competent authorities intend to implement but also immediately issues decisions/opinions, trains and informs all competent authorities and stakeholders in state aid, and successfully represents the Republic, as he noted, in the Advisory Committee on State Aid in Brussels and in any other committee.
In addition, YPOIK congratulated the Office of the Superintendent for the successful start of operation of the first pillar concerning the system of the Central Register of Minor Aid on January 3, 2022. “Authorized officials of Competent Authorities, such as Ministries and independent authorities, will have “before the granting of aid, they will check that it is of minor importance that the single undertaking applying for the aid has not exceeded the level of activity per rolling year corresponding to the sector of activity”, he added.
< p>He also referred to the Office's involvement in the Technical Committee set up by the Council of Ministers 'decision approving the Recovery and Sustainability Plan and added that in the context of the implementation of Member States' recovery and resilience plans, state aid control helps ensure that Member States' public spending does not restrict private spending, avoids excessive compensation and ensures a level playing field in the single market.
Regarding the use of the Exemption Regulations, the Minister of Finance said that in this context, he guided the Implementing Bodies, in particular through Training Days and/or Training Seminars, by enriching the Website of the Office with instructional circulars and/or informative documents. with the presentation of the “Central System of State Aid and Minor Aid Registers”, in the correct use of the Exemption Regulations.
In his speech the Director General of the General Directorate of Development of the Ministry of Finance “How important is the correct implementation of state aid regulations for the development of the economy, given the large number of sponsorship projects already in operation and planned through European funding programs.
“Through sponsorship schemes, on the one hand, businesses are supported and, on the other hand, additional private investment resources are leveraged & nbsp; from the private sector with a significant contribution to productive investment and development “, he stressed.
He also noted that the Office's contribution to the preparation of the Recovery and Sustainability Plan was an important milestone in the initial evaluation of all state aid schemes, which was a requirement of the Commission and was included in the Recovery Plan.
Referring to its operation Mr. Tsiolas said that this fills “a significant gap that existed” and added that with the full implementation of the first pillar of the System concerning Minor Aid, “a risk will be eliminated,” exceeding the cumulative limit per single undertaking provided for in the Minimum Aid Regulations, ie the de minimis “.
“Your Office rightly tries to recommend the choice of the General Exemption Regulation as well as the other Exemption Regulations to all the competent Ministries/Undersecretaries and organizations with the aim of using it in sponsorship projects instead of the de minimis regulations which due to their purpose should to be, for these public bodies, the last choice “, he added.
He added that the role of the Office of the State Aid Superintendent “will be further expanded with the forthcoming revision of the Exemption Regulations by including new categories such as the green transition, digital upgrades and other categories of aid imposed by market developments Member States to approve state aid, relieving them of the obligation to submit grant plans to the Commission for approval “. & nbsp; & nbsp;
In addition, Mr. Tsiolas referred to the importance of cooperation in the preparation of a Regional Aid Charter, which is drawn up every seven years on the basis of the European Commission Guidelines and is a potentially important development policy tool.
“As a result of our intensive and targeted efforts, the approval of the Charter for 2022-2027 has recently been achieved by the European Commission “, he added.
Finally, State Aid Supervisor Stella Michailidou stressed that state aid rules provide Member States with a number of policy options, adding that “it is up to each Member State to comply with the very logic of state aid imposed by the internal market. “Union law and to take advantage of the opportunities offered.” .
Ms Mikhailidou said that “in the shadow of the war unrest in the territories of Ukraine, in the effort to strengthen the current economic crisis but also in the face of a significant EU effort for a Green Europe, we are called to embrace change in an uncertain environment.”
“The decisive factor in this change is the state aid rules, which will further support Member States with new measures in their efforts to deal with the effects of these events,” he said.
that the observance of the above principles “should be the guiding principle for the granting of state aid by the state authorities in any case because they really ensure that the support measures are effective for the development of the economy, the protection of public finances and consequently the service of the public interest “.
According to the Commissioner, the real power and dynamics of state aid rules is to provide support to the economy of a Member State, at the core of which is man, business, innovation, investment, development and progress. “
” My goal is not only to strengthen this dynamic but also to channel the benefits of compatible State Aid through the plans of the Competent Authorities, into the day-to-day operations of companies, “he stressed.
< p>Indicatively, he stated that in 2020 19 cases were brought before the Office, while for 2021 38 Cases were brought, of which 16 Decisions based on the Exemption Regulations and & nbsp; 22 through Guidelines and these in addition to the dozens of evaluations and opinions that were invited to be placed on various topics and Plans.
He also said that from January 2022 to December 2024 there will be a parallel operation of the new Central System of State Aid Registers and Minor Aid and the existing systems of each competent authority.
He also stated that from January 25 The existing Systems will be abolished and only the New Central Aid System of Minor Aid will be operational and he added that in the course of time the planning for the implementation of the second pillar for the creation of a Central System of Registers of all State Aid will be done.
Referring to the training of various competent authorities and business associations, Ms. Michailidou said that a key part of the training was the organization of 6 all-day seminars in relation to the Concept and Legal Framework of State Aid and the promotion of Exemption Regulations as of the total State Aid of the State only 46%, as he noted, is derived from the Exemption Regulations in contrast to most European countries which reaches 97%.
Finally, the State Aid Supervisor He said that Europe's ambition is to make Europe the first climate-neutral continent by 2050, adding that the European Green Agreement, with an investment plan of at least 1 trillion for the next decade, could boost Cyprus and Cypriot production.
“If implemented effectively, it will contribute to environmental sustainability and economic and social well-being. However, it is crucial to ensure the competitiveness of the companies that will bear the costs of the transition to the green economy “, he concluded.
