New sponsorship plan for replacement of electrical appliances in homes of vulnerable electricity consumers by the Ministry of Energy, Trade and Industry .

Specifically and following the announcements made for the purpose of dealing with price increases in electricity, the Ministry of Energy, Trade and Industry (YEEB) is in the process of preparing a “Sponsorship Plan for the replacement of electrical appliances in homes of vulnerable electricity consumers.” The Plan will aim to provide financial incentives, in the form of sponsorship, for the replacement of energy-intensive electrical appliances in the homes of vulnerable electricity consumers.

For the purposes of proper preparation of the companies for the supply and retail sale of electrical appliances, the IEEB sets out below the basic provisions of the Plan:

Beneficiaries of the Plan will be the vulnerable consumers of electricity, as defined in the KDP Decree. 289/2015.

The budget of the Plan has been set at € 5 million.

Eligible appliances include refrigerators / freezers (up to 1 per applicant) and / or washing machines (up to 1 per applicant) and / or air conditioners (up to 3 per applicant), of the following energy classes:

– Refrigerators / freezers: energy efficiency grade D or higher as defined in the Delegated Regulation (EU) No.2019 / 2016.

– Washing machines: energy efficiency class Or higher as defined in the Authorized Regulation (EU) no.2019 / 2016.

Air conditioners: energy efficiency class A ++ or higher for cooling and A + or higher for heating in the “middle” heating season as defined in Authorized Regulation (EU) No. 626/2011. Eligible will be air conditioning units that have the ability to cool and heat, split type output power up to 12KW. Single-function air conditioners are not eligible.

Regarding the air conditioning units, the installation costs of the air conditioners will also be eligible, provided that the installer of the air conditioner will be registered in the Register of Installers of Technical Systems of Buildings, according to KDP 285/2018.

When purchasing electrical appliances, the beneficiaries will have to deliver the corresponding old appliance that will be replaced to the supplier / installer for recycling purposes and provide a relevant Certificate. Upon signing the Certificate, the supplier / installer will undertake to deliver the old device to licensed electrical and electronic waste managers.

In addition to the above and until the announcement of the Plan, YEEB calls on all retail companies for electrical appliances, to immediately ensure that the energy labels of electrical appliances available in their stores and electronic points of sale, comply with the law. In particular with regard to washing machines and refrigerators / freezers, it is emphasized that these should bear the new energy markings that apply from 01/03/2021, in accordance with Regulation (EU) No.2019 / 2016 (scale from A to G). Possible use of the old scale (scales with “+”) is a violation of the law and may cause confusion to potential beneficiaries of the Plan.

With the announcement of the Plan, relevant announcements will be made, among others on the website of YEEB (www.meci.gov.cy) and of the RES and EXE Fund (www.resecfund.org.cy). It is emphasized that purchases that will be made after the date of announcement of the Plan will be eligible. Purchases made before the announcement date will not be eligible for a grant.
