The Ministry of Education, Culture, Sports and Youth is oriented towards the creation of a platform, which will allow it to automatically exercise quarterly control over the financial statements of the school boards, as it was said during the meeting of the Parliamentary Audit Committee on Thursday , in which the special report of the Audit Office (EV) was discussed.
According to the report of the EV, in many cases of School Ephorates the procedures determined by the laws that govern the operation of the Ephorates and the best practices regarding the keeping of the accounts and the preparation of the financial statements are not followed properly.
< p> In its report, EV recommends to the School Ephorates to comply with the provisions of the Law and to properly keep all the accounting books and documents and to prepare the annual financial statements in a timely manner.
Speaking on behalf of the Director General of the Ministry of Education, the Director of Secondary Education Kyprianos Louis said that out of the total 64 million euros (82% of the sponsorship goes to salaries), which all the ephorates receive, 18 million euros go to the small school ephorates and the 46 million euros the big ephorates, which amount to 25.
“Certainly the system needs further targeted improvement,” he said, noting that the Ministry of Education has set up a framework based on its responsibilities.

The Chairman of the Pancyprian Coordinating Committee of the School Ephorates Dinos Ellinas said that if the audit in the school ephorates was done annually and not every four years “it would greatly improve the observations of the EY that some really stand out and indeed these things happen “.
He referred, however, to the generalization of remarks in all school ephorates and noted that “the biggest problem is faced in the school ephorates of the communities that do not have staff and are unable to manage, among other things, the tender procedures.
Mr. A Greek expressed the need for the staff of the school boards to be trained in the bidding process, while he referred to staff transfers that create various problems for the operation of the boards.
He also mentioned that the funds spent for infrastructure projects are “minimal” and amount to only 600,000 euros for 65 schools, while the remaining budget amounts relate to current expenditures.
Regarding the delay for training in the Ephorate , Mr. Ellinas said that in order for this to happen, the Municipality will have to send its representatives, which will send them in February.
According to the main findings of the EH audit, many Ephorates do not prepare their annual Budget on time, while there are weaknesses in monitoring the implementation of the Budget.
EY also notes that many EPOs do not prepare and submit accounts within the deadlines set by law, many ephorates operate without applying the provisions of the Law on School Ephorates, regarding their training in a body, the receipt/delivery of books, documents, etc., during the assumption of duties new Ephorates, is not done in the right way, while many ephorates do not meet as required by law and do not observe the minutes in the right way.
The report also states that there are weaknesses and shortcomings in information on the staff of the Ephorate and in many cases no report is kept, the Director's Fund is used, in many cases, for payments that do not fall within the framework of the Law, while in some cases the Movable and Real Estate Registers are not properly kept.
