Interview with Socrates Joachim & nbsp;
Konstantina Lortzie, in charge of strategic policy of a smart city at the Nicosia City Hall, analyzes in Insider the projects that have been done and are being wheeled, which will facilitate the daily life of the citizens of the capital.

Like every human being, every city is different. It must meet its needs and face the challenges of each era. There are no smart cities in exile, there are smart plans to make cities resilient, innovative and sustainable. & nbsp; We at the Municipality of Nicosia believe that “smart city means”: the city that communicates with the citizens interacts feedback and is fed with the aim of its sustainability and ensuring the quality of life of its inhabitants. & nbsp; Sustainable urban development today depends not only on the number of “hard infrastructure” of a city such as roads, parks, attractions, transport (“natural capital”), but increasingly on the use of information and communication technologies (ICT), more effective & nbsp; operation of the services and its competitiveness. This effort must always meet the needs of current and future challenges, with respect for the economic, social and environmental aspects.
Our goals from the implementation of the projects are:
Reduce the use of natural resources, introduce the use of renewable energy sources, increase resource efficiency and climate neutrality by 2050 Minimize the negative side effects of living in a densely populated urban environment, such as environmental pollution, the stress or the reduced sense of personal security Further development of the international competitiveness of the capital of the Republic of Cyprus. Improving entrepreneurship and creating new jobs Creating a pioneering market for innovative applications Promoting Nicosia as a model center for promoting innovative entrepreneurship in the Southeastern Mediterranean Enhancing the quality and usability of urban municipal infrastructure Long-term provision and optimization of public services ; of the administration and the social institutions of the city Strengthening a transparent mentality of decision-making in the public administration Improving the opportunities for greater social participation
THE BUSINESS PLAN
What projects have you designed so far and how much did they facilitate the daily life of the Citizens?
The Municipality of Nicosia took a strategic decision in 2018 to prepare a 10-year Strategic Planning and Business Plan for the Smart City, with three axes of implementation: infrastructure, IoT systems and digital transformation. All the projects in Nicosia are “smart by design”, which means that there is the concept of smart design in the whole process of implementation of development projects from their pre-approval until their final implementation. To date, we have completed work on the Commercial Triangle (Stasikratous-Makariou) but also on other major highways such as Kyriakou Matsi Avenue and Kallipoleos Avenue, Eleftherias Square, Homer Square and a large part of it within the city walls.
At the infrastructure level, we implement:
The Fiber Optic Network of the Municipality of Nicosia (Nicosia Fiber Network – NFN) in already installed infrastructure of privately owned pipelines and wells. Wireless Network (Wi-Fi) of the Municipality of Nicosia (Nicosia Wireless Network – NWN) and additional applications. Wireless LoRaWAN Internet of Things (IoT) network for interconnecting all city sensors and finally Central computing infrastructure including data security and information infrastructure
Smart city infrastructure has been implemented in over 60% while all networks are fully operationally in a pilot phase. By the end of 2022 we will reach a completion rate of over 80%.
At the level of systems we are implementing the following:
- Citizen monitoring and information system for the availability of parking spaces (smart parking). We install smart lighting, with a system for monitoring the performance of luminaires, which will ensure more efficient and better maintenance of the street lighting network and will improve road safety. Environmental parameter monitoring system (environmental sensor), with these environmental sensors will record and monitor dust, temperature, air quality so that there are now measurable data on how to measure the environmental footprint of the city. Proving & nbsp; with measurable data the contribution of projects in tackling Climate Change. Acoustic noise monitoring system from the companies of the city. Smart waste filling monitoring system, aimed at & nbsp; waste collection planning, while saving valuable resources for the Municipality and improving recycling targets. System and infrastructure for informing citizens and visitors through a network of info-points and digital signage. Smart municipal water meters Central Smart City Central Management System (platform for normalization and visualization of smart city data). Advanced systems for monitoring the parameters of sustainable mobility in the Municipality of Nicosia and dynamic information of the interested parties (smart urban mobility).
All of the above are controlled and managed by a Smart City Command & Control Center, which is already ready. Many of the above systems are already operating in a pilot phase and will be fully available by 2023.
What other projects will you focus on in the near future?
Having completed much of the first cycle of the strategy, which concerns infrastructure and smart city systems, the next cycle, concerns e-government systems such as the integrated GIS system and finally, in the 3rd cycle we will focus on integrated digital transformation interventions. Throughout the implementation of these projects, infrastructure and smart city systems will continue to expand, covering the needs of all the Municipalities of Greater Nicosia. In addition, projects such as the renovation of Trikoupi Street, part of the Internal Perimeter Arch of the moat, Palaiologos Street, the GSP, the sidewalks and the new student dormitories within the old city have already been planned and are being implemented.
INTEGRATED SPATIAL DEVELOPMENT STRATEGY
O Municipality of Nicosia led the Integrated Spatial Development Strategy in collaboration with five other Municipalities of Nicosia. Describe to us the projects that will be done through this effort.
Integrated Spatial Development (ICA) for the greater Nicosia metropolitan area sets out the overall direction and goals for smart city and e-government. These proposals were specified, including investments in smart city and e-government for five more municipalities in the major area of Nicosia, namely Strovolos, Engomi, Aglantzia, Agios Dometios and Lakatamia. Key objectives include: improving the quality of life of citizens, innovation and development as well as reducing the energy footprint and the negative effects of the modern way of life on the climate.
Smart City projects & amp; E-Government designed, move in the spirit of integrated intervention and adopt design practices that go beyond sectoral or technological silos. They have also been designed to complete previous investments in digital infrastructure and to make productive use of all available resources of the Municipalities participating in the joint effort. To this end, they include three basic design principles:
Agreed standards, protocols and common data formats that facilitate interoperability between systems, prevent exclusion and encourage competition. Public data accessible to all (with full respect for the privacy of consumers and citizens and the protection of legitimate business interests) to promote the development and adoption of new applications. Reuse of the existing IT and communications infrastructure for multiple use. Smart infrastructure and actions from the design level (smart by design).
The Smart City and e-Government Strategy of OHA Nicosia includes five Project Packages with 35 Sub-projects in total in nine different thematic areas. The projects concern actions for energy, sustainable mobility, environment, circular economy, communication infrastructure, e-government, health, education, security. All Projects contribute to the Priority Axes of the European Framework 2021-2027 while at the same time covering the national framework for smart cities. The total initial budget is 23.8 million EURO, of which municipal participation: 4.8 million for the implementation period which means 0.7 million EURO/year and is analyzed at about 3 EURO/inhabitant per year.
