The Cabinet gave the green light to abolish stagnation in high schools

The Minister of Education, Sports and Youth, Mr. Prodromos Prodromou, made statements today, at the Ministry, regarding the Decision of the Council of Ministers to amend the Secondary Education Regulations, as well as to strengthen security and upgrade the policy to deal with of bullying and delinquency and violence in schools.

Specifically, Mr. Prodromou regarding the amendment of the Secondary Education Regulations stated: “Following a proposal from the Ministry of Education, Sports and Youth (YPAN) the Council of Ministers approved a proposal to amend the Secondary Education Regulations, as follows:

High school students will be promoted with the score given to them by the Teachers' Association. In other words, there will be no stagnation due to performance in High School.

This arrangement concerns a very small number of students, it may be 10 or 20 or in any case a few dozen in a total population of 22 or 23 thousand. It corresponds, that is, to a percentage of less than 0.5%.

The purpose of this regulation is:

(a) To avoid the psychological pressure created on these few children, which sometimes leads to tendencies to drop out of school, but also the consequent pressure created on the family, with very doubtful benefit.

( b) Given that, from the results, the pedagogical benefit from repeating the class is doubtful or even insignificant, the time available for stagnation/examination procedures, which can be up to ten working days, should not be wasted. In other words, teaching time should not be lost for this purpose from the overall operation of the school. While there will also be a benefit in terms of administrative time spent so far.     

With this change, considerable time will be available:

(a) For the best and most comfortable schedule and organization of the lessons.

(b) To be able to have in High School a series of subjects that everyone agrees we need, but there is usually not the time available, such as digital skills development, environmental education, financial literacy/entrepreneurship, road safety, sex education, citizenship issues, etc. In this regard, the introduction of some corresponding Skills Workshops into the program is being considered. 

(c) Possibly for the purposes of repetitions/consolidation where necessary.

It should be noted that in cases where an excessive number of absences are recorded, in accordance with what is already provided for in the Regulations, there will still be stagnation. This is because in that case it is something different, since a student with an excessive number of absences will essentially not repeat the lessons of the class, since he will essentially not have attended them.

The amendment is proposed for the Regulations of High School considering that according to the legislation, attendance is compulsory until the age of 15. However, it is not excluded that in the future, taking into account the experience that will result from this adjustment of the Regulations, a similar regulation will be promoted for the high school cycle as well.

In addition, with the same amendment, it is proposed that in the transition from the 3rd grade of the Gymnasium to the Lyceum, the students will be oriented and will be included in one of the four Orientation Course Groups (OMP), as long as they have a score of at least 10/20 in the respective orientation courses/specialization. This practice will avoid the possibility of a number of students not being able to attend the teaching at the OMU where they are registered. Indeed, according to the data available from the written assessments in three consecutive school years, a limited but significant number of students appear to be unable to attend the following specialization courses at all (repeatedly performing below 6 /20 in written assessments). With this arrangement, it will be ensured that, to the greatest extent possible, all students will be able to benefit from studying in the 1st year of Lyceum.

If approved, this arrangement will be implemented after four years, since it will apply to those who enroll in the 1st High School from the next school year (that is, it will be applied to the High School from the 2026/27 school year)”, concluded the Minister of Education.
