The “equality” in the microscope

Must read

The

Equality – political and sovereign – as well as the decentralized federation were under the microscope of the experts and the negotiating team that met on Monday night. The group of experts went up the hill with ready-made reports on the issues that are currently at the center of the discussions – publicly and behind the scenes – on the Cyprus issue: Political equality, sovereign equality, decentralized federation and the EU.

According to our information, during the meeting analyzes were presented for each of the above sections, while attempts were made to give answers as to what each concept means, how applicable it is. One of the chapters that the experts paid special attention to was that of the e / k side's proposal for a decentralized federation. In particular, an attempt was made to make a clear definition of the responsibilities of the central government and which of the two states within a decentralized federation regime. At the same time, the experts discussed how a similar situation, ie a decentralized federation, affects the functioning of the European Union and how the federal Cyprus will function within the EU. The responsibilities of the states were further analyzed and how, for example, they will conclude external agreements and in which areas.

Special emphasis was also given to the analysis of the Turkish position on sovereign equality. According to our information, the legal and political analyzes that have been made so far lead to the conclusion that what the Turkish side demands as a solution can not be accepted, as in no case will it lead to a functioning state.

Conditions are created

The Secretary-General of the United Nations said that the conditions are being created for the Pentagon. Welcoming the new Permanent Representative of the KD to the UN, Antonio Guterres praised the role of Cyprus within the international organization. He recalled his own involvement and commitment, both in the past during the Portuguese EU Presidency and now as UN Secretary-General, especially during the Crans Montana negotiations. He added that we are now creating the conditions for the informal “5 + 1” meeting to be convened soon so that we can start a serious process of talks and negotiations. The Secretary General concluded by saying: “I want you to know how committed we are to Cyprus and its people.”

The Permanent Representative of Cyprus to the UN, Andreas Hadjichrysanthou, reaffirming his credentials, reiterated the full commitment and support of the President of the Republic in the current efforts of the UN Secretary General to convene the informal meeting “5 + 1” aimed at result-oriented negotiations to achieve a comprehensive, sustainable and lasting settlement based on a bi-communal, bi-zonal, politically equal federation as defined by the relevant Security Council resolutions and EU principles and values. Hadjichrysanthou also assured the Secretary General that the Republic of Cyprus, as an EU Member State, remains fully committed to the fundamental values of the UN and the strengthening of the Organization as a pillar of effective multilateralism.

TO search for common ground

The informal five-party conference to be held in Geneva in the last week of April (according to information so far) will focus on finding common ground, according to the Turkish side. The Turkish Cypriot negotiator, Ergun Olgun, in a written statement (source PTO) stated that peace, stability and co-operation in Cyprus and the Eastern Mediterranean could be achieved with respect for achieving equal status between the two sides and the sovereign equality.

According to E. Olgun, the Turkish Cypriot side with this “vision” will take part in the informal five-party 5 + 1 conference, during which it will assess whether there is common ground for negotiations, and added that in the ongoing contacts with the United States. Nations predict that this conference will take place in the second half of April and probably in Geneva.

Noting that it should not be forgotten that the mission of the United Nations is to facilitate the parties to reach a negotiated and mutually acceptable agreement, Olgun said: “In this context, nothing has been included in the UN Security Council resolutions. it is not considered agreed unless everything is agreed “.

Stano: All the moves of Turkey in the Borrell exhibition

All of Turkey's moves will be taken into account and reflected in the report submitted by High Representative Borrell, his spokesman Peter Stano said regarding the presence of the oceanographer Cesme in the Aegean.

Specifically, answering a question (KYPE) during the briefing of the authors, the representative of the Commission Peter Stano stated that, “as you know we are currently at a stage where the High Representative is preparing his report, as required by the December European Council “It will submit it to the European Council in March, and EU-Turkey issues will be discussed between Member States.”

P. Stano noted that they have not been discussed in depth (in the SEU), they were mentioned briefly because there were many other issues on the agenda of the Ministers, but this is something that the EU and the Member States have in mind and are monitoring, “As I said, all this will be taken into account and reflected in the High Representative's report on 'moving forward' on EU-Turkey relations at the March European Council.”
