A spokesman for the Public Service Commission (PSC) said that by 2020, the Commission, through the appointment of 402 staff members who had finally accepted the appointment offer, had gone through the selection and appointment process for a total of 680 candidates.

That is, as he explained, the same position had in some cases had to be offered to two, three or more candidates until the offer was accepted.

He noted that today what applies to appointment to the public service is that the exams are held once a year (October and November of each year) and those who pass the exams can claim the positions that will be announced next year.

He also said that if a student has not yet obtained his degree, he is allowed to attend the exams because it concerns positions that will be announced next year.

However, when the positions are announced, the candidate for a position is obliged to present a degree by the last day for submitting applications for a specific position, he added.

A spokesman for the legal service said in relation to the proposal for removal from the list that the position of its service is that “this provision is unconstitutional because we all know that the announcement of positions is made for purposes of equal treatment so that anyone who wants to apply” .

He stated that “when a position is announced there is no question of declaring a priority and added that the positions are open to all and the required qualifications are there and this ensures the principle of equality and equality”.

He also said that everyone has the right to choose the profession they want and “it does not mean that I, because he accepted a position, automatically excludes from the other positions”.

The purpose of a bill amending the law on the Evaluation of Candidates for Appointment to the Public Service and submitted by the Chairman of the Committee, Dimitris Dimitriou, on behalf of the parliamentary group of the Democratic Alarm, is the implementation of a similar recruitment procedure for public service positions. whose scale does not exceed the A9 scale of the government payroll with those that apply to the positions for admission to the public service whose salary scale does not exceed that of the A8.

This amendment, according to the explanatory memorandum of the proposal, is expected to achieve, inter alia, the simplification and acceleration of the recruitment process in the public service in positions of first appointment in the salary scale A9, the reduction of administrative costs borne by the public due to the separate examinations for each procedure separately, the facilitation of the workload of the advisory committees in terms of filling admission positions and the confrontation of the difficulty that exists in finding an organization for conducting examinations concerning the salary scale A8.

The second bill was tabled by Democratic MP Marinos Mousiouttas, who said after the session that the bill seeks to modernize the law on the Evaluation of Candidates for Public Appointment and “is combined with the bill of the Chairman of the Institutions Committee that concerns the same law “.

He stated that the first point on which his proposal is based concerns the duration of the lists of successful candidates who took the government exams for public service, namely the extension to two years, from one year that is today, of the validity of the list. of the successful.

In this way, he continued, “candidates will not have to attend exams every year and pay 50 euros” to participate in the exam, while the public service will not have to spend time each year on exams, which will be held every two years.

The second element of the proposal, according to Mr. Mousioutta, is that “while the candidates are given the right to attend an examination and can be candidates for as many positions as are announced next year, there is a phenomenon that a candidate who succeeds in the examination may will be hired in one position in January, while in February to decide that he will go to another position and in April to another position “.

Mr. Mousiouttas said that this works against productivity in the public sector because when an employee starts in one department, the first thing he does is to be informed and trained “, adding that by moving to another department” he leaves the training unfinished, the department without the staff that was hired and with all the consequences “which concern, among other things, that there is not the necessary number of staff.

Commenting on the report of the legal service that if this right of the examiner is blocked, it may be unconstitutional because it deprives the candidate of the right to freedom from one job to another, Mr. Mousiouttas said that “because we want to preserve the rights of staff but and the proper functioning of the public service we asked the Public Service Committee and the Department of Public Administration and Personnel and the legal service to delve into this issue and come back in two months with a proposal that is unconstitutional and solves the problem of frequent jump from one section to another “.
