Inflationary pressures in recent months have upset the household budgets of many households. For some citizens, even longer-term plans have been overturned, due to the wave of precision, such as the erection of a roof.

In this context, there are many households looking for alternatives, expanding their searches in the real estate market. It is in this context that the increased interest in the plans and projects of the Cyprus Land Development Organization (KOAG) is estimated, which is confirmed by an interview given to “Economic Liberal” by the President of the Organization, Elena Kousiou.

In fact, the interest may increase further on the basis of what was recently decided by the Council of Ministers for changes in the income criteria applied by the COAG after a proposal of the Board of Directors of the Organization.

Ms. Kousiou also explains that in the future KOAG will have customers not only home buyers, but also tenants who will rent projects of the Organization. Specifically, the goal of KOAG is in addition to affordable housing to offer affordable rent, within a period of – & nbsp; two years from today and starting in Limassol, where there is perhaps the biggest problem in terms of providing affordable housing for rent. Money that reached the Organization through the Cyprus Investment Fund, which has been terminated, will also be used in this direction. It is not ruled out that the same may happen with the revenues that KOAG expects to have from the operation of the casino – & nbsp; resort in Limassol, as the government intends part of its revenues from the casino to end up in the Organization for the execution of its mission.

Housing and young people

The accuracy of today's market also makes it difficult for young people to secure housing. Have you noticed increased demand in the Agency due to the inflation crisis?

Lately, it has been a fact that the number of phone calls that the COAG receives daily to obtain housing in all the provinces has increased. The interest is particularly intense for the areas of Nicosia and Limassol and less for the provinces of Larnaca, Paphos and Famagusta.

Because of the inflationary pressures, but also the expected increase in interest rates, many citizens choose or they are also thinking about rent. At what stage are the Agency's plans for affordable rents announced in the past?

All the projects of the Organization for the Affordable Rent Plan are in the planning stage. The first Plan in this direction is expected to operate in Limassol but in a period of about one to two years in its first phase. The goal is that similar plans will be in place in all cities. b>

For the units that will be available under the Affordable Rent Plan, KOAG will remain the owner with the beneficiaries becoming tenants. As the owner, KOAG will have the responsibility to maintain these buildings and common areas, so that they remain in excellent condition over time.

KOAG is considering managing other projects that do not belong to or have not been erected by the Agency, such as infrastructure in settlements or other government property?

No, such an approach is not in the Agency's plans.

There is an impression that the plans of KOAG and its various projects do not meet the increased needs that exist in urban areas for housing. Why not choose as an Organization to be active in areas where there is a real need and channel resources to the region?

All the properties acquired by the Organization during the last five years and which will be developed under the Affordable Rent and Affordable Housing Plans are located in urban areas. At the same time, KOAG receives daily requests from communities for development to take place so that young couples can stay in its communities and keep them alive. KOAG owes and tries to respond to all requests (whether they are citizens or communities/municipalities) in the same fair way.

What is the profile of buyers who currently address KOAG?

The category of young couples shows special interest. We must clarify that, in order to be able to purchase housing from KOAG, applicants must meet the income and other criteria set by a decision of the Council of Ministers. So, the profile of the final buyers is the one that is in line with the criteria, which have now changed, increasing the number of beneficiaries.

Various complaints are often heard about the constructions of KOAG. Have measures been taken to avoid similar comments and complaints in the future?

Experience has taught us that the biggest problems occur where buildings are not properly maintained and properly managed (by the owners and their management committees). A major problem is the misuse and maintenance of sewer systems (in areas not connected to the sewer).

We believe that the increased legislative requirements for the use of thermal insulation materials), but also the objectives of the COAG which is the production of the best possible result, design, construction and environmental, will help to avoid future issues of this nature.

What is the current budget of the COAG? Do you think that with the existing state support it can fulfill its role?

KOAG's budget is around 20 million for 2022. KOAG has its own “independent” budget and does not receive specific and regular state support. The only support it received in the past was the sponsorship that the KEP investors would have to pay to KOAG. The funds received by KOAG under the KEP will be allocated for the Affordable Rent Plan. I want to say here that it is with great satisfaction that the COAG heard the announcement for the concession to the COAG of a percentage of 15% on the Government revenues from the use of the casino services.

The new income criteria for the beneficiaries of KOAG

Recently, the Council of Ministers approved new income criteria for the projects of KOAG, for the purchase of housing, approving, as Mrs. Kousiou mentioned, a relevant proposal of the board of the Organization.

According to the president of KOAG, the previous The income criteria applied by the Agency until today were approved by the Council of Ministers in 2010. The proposal to increase the income criteria was made in December 2021 taking into account:

almost 12 years after the previous revision of the income criteria, the increase of salaries due to ATA, the increase in real estate prices, which forces families to ask for higher loan amounts and to prove – & nbsp; through their income – the corresponding their borrowing and loan repayment capacity, that the Ministry of Interior was already in the process of reviewing the income criteria it applies to the rest of its housing plans.

This suggestion of the board of directors of KOAG was approved by the Council of Ministers and significantly improves the current income criteria, thus allowing larger sections of the population to become beneficiaries for the purchase of housing by KOAG.
